Can I restore backed up files from a "Zip Backup to CD" without having the software installed on the RESTORING PC?

Yes, all the popular zip programs like WinZip can read the zip file format used. Windows XP have build in support for zip files so you can open the zip file on your CD in the Windows Explorer.
